A couple of schools that I teach at have been doing their beginning band instrument drives. Some work with 1 music shop while another has multiple music stores there to offer rental services and horns for purchase.
Is this in the best interest of the students aside from having quality instruments being offered? Prices seem somewhat high at most of these stores.

Prices can be considerably higher, but one can be assured of quality. Many reputable stores offer warranty as well.
Trying to keep parents from purchasing a crappy horn is a priority. They always want to purchase something off of Ebay or something. So for most parents the music store is the best place to refer them no matter the price, because if not it will only amount to a real headache for the director, lesson teacher and repairman.
Not many choices, but I think that in general it is the best choice. It can really save some headaches in the future. It is also amazing how expensive instruments are becoming.
I think that a major problem is the lack of consistency between stores, reps, directors and lesson teachers on what is considered a quality product. Stores sometimes tend to want to unload inventory and sell a product that is inferior but with a huge mark up on their end. Can't blame them sometimes. Directors need to be better informed. I know it is hard, but sometimes the directors need to actually ask someone who really knows the instruments for advice. Heaven forbid a director ask a lesson teacher who is far more qualified in a particular instrument for advice. If I am ever a director, I will.

This is getting to be Ebay and Craigslist horn buying season for the parents. Scary thought indeed!
