Which is a more common problem? "throating" or anchor tonguing.

I think throating can be a major problem, especially in some of the smaller schools that do not have clarinet specialist or staff that are aware of the problem. However I see anchor tonguing as being more common. Students can get by much longer without being noticed.

I also think anchor tonguing would be the most common problem between the two. I am curious though about other opinions.

Throating is not exclusive to Clarinets. It is unfortunately all to common with low brass players. Especially low brass students that have complete morons for band directors. You know the ones: they usually only play out of the "book" the entire beginning year.
