Most important component?

I was pulled into a recent conversation with a few band directors about Woodwinds and tone quality, mainly Clarinet tone quality. What in your opinion is the one most important component of the following that affects tone quality:

Reed, Mouthpiece, Ligature

I know, I know - just thought that I would throw it out there.

I am going to have to say reed on this one.  Ligatures are to over rated in my opinion.  I think ligatures fits in along the lines with the stainless steel mouthpiece thread in the Brass Pedagogy section.  Maybe it is in the head for many people.  Then again to each their own.

I say the reed also. I guess we could pull hairs out over this one, but just to keep it simple, the reed.

Mouthpiece without a doubt would be my answer.  Of course the question at hand could be interpreted as being "how can you can get the best results from the instrument that the student already owns?"

The problem is that many student line instruments come with really poor mouthpieces and most parents are reluctant to upgrade.  I think that band directors should try and really enforce the idea with the music stores to provide better quality mouthpieces with the beginning and intermediate instruments.

I guess a lot of it depends on the exact scenario that is in question.
